The Solid Waste Section has prepared a draft Solid Waste Permit, No. 54-09, for the construction of the Lenoir County Lined Landfill, a municipal solid waste landfill facility, pursuant to 15A NCAC 13B .1600 of the Solid Waste Management Rules.

The landfill facility will be located on NCSR 1524, approximately 4.5 miles west of La Grange, N.C., and will be owned and operated by Lenoir County, P.O. Box 3289, Kinston, N.C. 28502. The facility boundary encompasses a total of 127 acres, of which approximately 40 acres will be developed as landfill units. The landfill provides a total capacity of approximately 3 million cubic yards and will be developed in five-year phases. The first five-year development area, Phase 1, encompasses approximately 10.5 acres and provides 635,200 cubic yards of disposal capacity for residential, commercial and industrial sources within the county. Lenoir County will dispose of approximately 183 tons of waste per day at the facility. This solid waste permit approves the overall facility plan and specific construction of Phase 1.

A 45-day public comment will begin on April 6, 2003 and end at 5:00 PM on May 20, 2003. Comments should be submitted in writing to Sherri Coghill, Division Contact, at the address listed above. If special needs prohibit you from commenting in writing, please contact the division at 919.733.4996 x425 for assistance.

Interested parties may obtain copies of the fact sheet and draft permit from the division contact. All data submitted by the applicant as part of the administrative record may be viewed, by appointment, during the hours of 9 a.m. to 4 p.m. Monday- Friday in the Solid Waste Section file room, 401 Oberlin Road, Suite 150, Raleigh, N.C.

A public hearing on the draft permit has not been scheduled. If significant interest in the permit action is determined, then the division may schedule a hearing to receive public comment on the draft permit. Requests for public hearing should be directed to the division contact at the address listed above.
